About Us

The Civil Service Commissioners are a small, diverse group of people who are independent of the Northern Ireland Civil Service (NICS). The 6 Commissioners come from different areas of life and none is a serving member of the civil service. Since 2002, we have been selected through open competition.

Commissioners have a statutory responsibility to ensure that selection for appointments to the NICS are made on merit, on the basis of fair and open competition. We also hear appeals by civil servants under the NICS Code of Ethics.

Civil Service Commissioners are appointed by the Crown and our responsibilities are set out in Orders in Council made by the Secretary of State.

We report annually on our work, including details of any appeals we have received under the Northern Ireland Civil Service Code of Ethics.

Our Code of Practice sets out the standards of conduct we will observe.  We record private interests which might influence our judgement, or which could be perceived to do so, in a Register of Interests.
