What We Do

MERIT – Our main purpose is to regulate open recruitment to the Northern Ireland Civil Service (NICS) at all levels. Commissioners maintain the principle of selection on merit on the basis of fair and open competition in relation to selection for appointment.

RECRUITMENT CODE – Commissioners prescribe and publish a Recruitment Code on the interpretation and application of the principle of selection on merit on the basis of fair and open competition, including the circumstances in which any exceptions to that principle prescribed by Commissioners may be exercised.

GENERAL REGULATIONS – Commissioners may, with the approval of the Secretary of State, prescribe, in General Regulations, or by directions, the circumstances in which the principle of selection on merit on the basis of fair and open competition shall not apply.

AUDIT – Commissioners audit recruitment policies and practices followed in making appointments to the NICS to establish whether the Recruitment Code is being observed.

ETHICS – Commissioners have a statutory role in hearing appeals made by existing Northern Ireland Civil Servants under the NICS Code of Ethics. Under the Code, civil servants are committed to uphold the core values of integrity, honesty, objectivity and impartiality.
